Hongkong, 17th. August, 1915.

I am directed to inform you that His Excellency

the Governor has ordered proceedings for your suspension to be taken on the following grounds;-

(1).

That you are the ower or part owner of certain land in the Colony other than a garden or ground attached to your dwelling house and not acquired by inheritance or devise, i.e. N.K.I.L. 52, contrary to the provisions of General Order No. 54. Copies of your letter to your son and of a Contract are enclosed.

(2).

That contrary to the provisions of Ordinance No. 6 of 1915, the Seditious Publications

(Possession) Ordinance you did knowłingly and without lawful authority or excuse have in your possession copies of newspapers containing seditious matter: namely, El Islam:- Tokyo February, March, and April, 1913. Bende Mataran:- Geneva October, November, and December, 1913. Copies of these newspapers are open to your inspection.

I am therefore to call upon you to state in writing before the 22nd. August any grounds upon which you rely to exculpate yourself.
